Cobblestone Village is a 44-unit
multifamily community located 360 E. Washington Avenue
in the city of Escondido. It is comprised of large three-bedroom
units and is affordable for families earning 20% and
30% of the state median income (SMI) and 60% of the
area median income (AMI). Formerly know as the Washington
Plaza Apartments, the development consisted of eleven
four-plex buildings. The site had been blighted for
many years and deferred maintenance had resulted in
the need for major rehabilitation.
National CORE was chosen by the Community Development
Commission of the City of Escondido to acquire and
rehabilitate this project to provide affordable housing
for lower income households in the city of Escondido
On October 10th, 2002 National CORE celebrated the
Grand Opening Celebration of Cobblestone Village.
City of Escondido elected officials, staff, community
members, and residents attended the event.
Renovations began in the summer of 2001 and included
new flooring, plumbing fixtures, asphalt, windows,
window coverings, landscaping, counters, cabinets,
paint, and upgraded heat and AC systems. Amenities
added include a community courtyard, playground equipment,
and barbecues. A new community resource center was
built on-site for educational programs.
