Paseo Del Oro

The city of San Marcos has embarked on an ambitious
strategy to completely revitalize the Richar neighborhood.
National CORE is proud to be a part of that strategy
with three projects owned and managed by National CORE:
Villa Serena, Sierra Vista, and now the new mixed
use development, Paseo del Oro.
Paseo del Oro was formerly a blighted and run-down
strip retail center located on Mission Road in San
Marcos. Paseo del Oro includes 120 multifamily units,
13,000 square feet of integral retail space, and three
retail pads for a total of 23,000 square feet of retail
mixed with the housing. This "smart growth"
development is a mixed income affordable housing project
with 22 market-rate units and 98 affordable units.
The one- two- and three- bedroom affordable units
are available to households earning 30%, 45%, and
50% of AMI. National CORE developed it in partnership
with the Irvine-based company, the Related Companies
of California.
The community is in close proximity to a future rail
station, an existing bus station, and the local Boys
and Girls Club. Due to its proximity to Villa Serena
and Sierra Vista, National CORE and its social service
organization, Hope Through Housing, have been able
to combine resources and make social and educational
programs available to the entire Richmar community.
Some of the programs available include English as
a Second Language classes, youth mentoring, family
counseling, financial counseling, and other after-school
programming.
The new retail and housing complex provides vital
neighborhood shopping within walking distance to more
than a thousand residents. Seven of the ten original
shop owners returned their businesses to the new center.
Some of these include a video store, grocery store,
tortillaria and bakery, florist, clothing store, beauty
salon, and 99 cent store. As an incentive to stay,
shop owners were given below-market rents for their
upgraded spaces.
Paseo del Oro held its grand opening in June of 2002.
Residents, elected officials, and the media enjoyed
a mariachi band and food catered by one of the local
restaurants. Retail tenants offered discounts and
promotions during the festivities. San Marcos city
Mayor Corky Smith likened the revitalization of the
neighborhood and center to the mythical bird that
rose form the ashes reborn.
"This is our very own phoenix in San Marcos,"
said Mayor Corky Smith.
