
Formerly
an area characterized by dilapidated buildings and
high crime, Villa Serena-then known as the Lido-Imperial
Apartments-now has a fresh look. The $12 million affordable
housing project includes improvements such as new
roofs, architectural design treatments, new paint,
new windows and sliding glass doors, upgraded electrical
and fire systems, new appliances, new A/C units, refurbished
balconies, new landscaping, new carpets, new flooring,
new window coverings, new plumbing fixtures, refurbishing
the pool and pool deck, newly installed playground
equipment, basketball court, barbecue areas, and new
laundry facilities.
In
addition, a community room and a separate learning
center complete with new computers were added. Currently
the Palo Alto Adult School conducts English as a Second
language (ESL) classes on-site for the entire community.
The learning center was named after the late councilman
Vince Andrade.

What makes this project unique are the affordability
levels of the property. In the high-priced housing
market of San Diego County, Villa Serena is a welcome
alternative to households earning less than the median
household income. 17% of the units at Villa Serena
are reserved for households earning 35% of San Diego
County's median income (AMI), 33% are at 45% of AMI,
10% are at 50% AMI, and 40% are at 60% AMI.
