JOB DESCRIPTION
CONSTRUCTION MANAGER

The Construction Manager reports directly to the Vice President of Construction and supervises all aspects of each and every Construction Superintendent. Each Construction Superintendent shall totally manage his/her project on site. The Construction Manager shall, in addition to supervising Construction Superintendents, shall be their link to all facets of the Corporate Office as well as providing any required assistance.

Primary responsibilities include working directly with the Vice President of Construction to prepare all phases of construction contracts, scopes of work, cost estimates and bid package preparations. Construction Manager will coordinate contractors and subcontractors, as well as oversee and manage all aspects of construction and rehabilitation, including: scheduling, inspections, reports, charts, correspondence, quality control, monitoring of construction budget and accountability for all related expenditures. Other responsibilities may include coordination with utilities and government agencies to obtain all necessary approvals.

Responsibilities:

•  Scope of Work – Coordinate with Construction Superintendent to define exact scope of work for inclusion in contract.

•  Costing – Assist in budget formulation through cost estimating, pricing, and bidding procedures to establish project budget.

•  Subcontractor Coordination – Works in conjunction with Superintendent, with subcontractors relative to scheduling and project constraints throughout each project, including coordination of schedules, budget parameters and scopes of work.

•  Construction Management – Assists Construction Superintendent with schedules, coordinates and supervises all trades, including subcontractors, vendors, utilities, and government agencies during the construction or rehabilitation processes. Ensures that the scope of work is accomplished within the set parameters and that projects are on schedule and completed in a timely manner. Maintains and reviews construction budgets and timelines to assure that contracts, budget restraints, and schedules are met. Reviews and assesses all items presented as extras, back charges or overages, and evaluates same with Vice President of Construction to determine course of action. Works directly with accounting personnel in coordination of invoices and payments.

•  Construction Manager, in addition to direct supervision, will have to perform as the Construction Superintendent, as deemed necessary by the scope of work or time schedule.

•  The Construction Manager's highest priority is the progress of active construction jobs. The remaining accountabilities will always be of lower priorities.

•  In addition, the Construction Manager will be required to accomplish tasks assigned to him/her by the Vice President of Construction.

The Construction Manager must also be able to:

  • Comprehend and follow instructions.
  • Maintain a work pace commensurate with given workload.
  • Relate favorably with others beyond giving and receiving; perform work activities requiring negotiating, instructing, supervising, persuading or speaking with others and respond appropriately.
  • Effectively influence people on a consistent basis.
  • Make generalizations, evaluations or decisions without immediate supervision.
  • Accept and carry out responsibility for direction, control, and planning.

The Construction Manager shall have the following qualifications:

  • A minimum 10 years multi-family construction experience
  • A minimum of 5 years supervisory experience
  • Strong construction estimating skills
  • Strong ability to manage timelines and schedules
  • Experience working with Cities, Counties, and other permitting agencies on
  • construction projects.
